“The Unchanging God Who Regrets”

In our passage, twice it says that God 'regrets' (vv.11,35) and also that God 'does not regret' (vv.29). Rightly understood, these statements do not contradict each other but show the glory that God is unchanging in his character and purposes and therefore can be trusted and joyfully obeyed.
